Energy saving plan and other economic measures

The Council of Ministers approved the energy saving plan that will be valid until November 1, 2023, as well as aid for professional drivers and students, among others.

Royal-Decree-Law 14/2022, of August 1, has been published in the BOE, which includes different measures to alleviate the effects of the war in Ukraine on the economy of companies and individuals.

It also includes energy saving and efficiency measures, which will be in force until November 1, 2023, and which are taken to reduce energy dependence on gas.

We highlight, below, the most important measures:

MEASURES IN THE TRANSPORT SECTOR

A direct aid system is established, in addition to the one approved in March, for the granting of financial support to companies and self-employed workers.

The amount of the aid is established below:

  • Heavy goods. Truck. MDPE. €1,250
  • Light goods. Van. MDLE. €500
  • Bus. VDE. €950
  • Taxis. VT. €300
  • Vehicle rental with driver. VTC. €300
  • VSE ambulance. €500
  • Urban bus according to the classification by criteria of use of the General Vehicle Regulations. €950

The request must be submitted through the Electronic Office of the State Tax Administration Agency, from August 4 to September 30, 2022.

The Royal Decree-Law also regulates other aspects such as the fact that the contracts signed with the effective carrier are made in writing and reflect the price, which must always be equal to or greater than the costs assumed.

This principle will also be applied in continuous transport contracts.

MEASURES TO PROMOTE ENERGY SAVING AND EFFICIENCY

The air temperature in conditioned habitable rooms, included in the scope of application, will be limited to the following values:

  • The air temperature in the heated rooms will not exceed 19 ºC
  • The air temperature in the refrigerated rooms will not be less than 27 ºC
  • The above temperature conditions will refer to the maintenance of a relative humidity between 30% and 70%

Entry into force in 7 days from the publication of the Royal Decree-Law and until November 1, 2023.

Buildings and premises with access from the street, included in the scope of application, will have a suitable door closing system in order to prevent them from remaining open permanently. Entry into force before September 30.

Shop window lighting must be turned off from 10 p.m. Entry into force in 7 days from the publication of the Royal Decree-Law and until November 1, 2023.

MEASURES IN THE FIELD OF PUBLIC TRANSPORT

To encourage the use of collective public transport, the following discounts and/or bonuses are applied from September 1 to December 31, 2022:

  • Free for commuter trains, rodalies and medium distance.
  • 50% discount for AVANT trains (round trip tickets are excluded).

The gratuity and/or discounts will be linked to conditions of minimum recurrence on the trip.

MEASURES REGARDING SCHOLARSHIPS AND STUDY AID

Post-compulsory education students who have a scholarship will receive an additional amount of 100 euros per month from September to December.

This additional amount will also be granted to students with a specific need for educational support.

Beneficiaries who are 16 years of age as of December 31, 2022 will be entitled to the complementary amount.

It will not be necessary for the beneficiaries of the scholarships, grants and subsidies, who are entitled to them, to carry out any additional procedure.
